ABIA STATE PARIS CLUB REFUND: THE SHARING FORMULA

Abia Facts Newspaper just learnt about the sharing formula of Abia State Paris Club second tranche refund as designed by Abia State Government led by Governor Okezie Ikpeazu.

It should be remembered that Abia State received a total of 5.715 Billion Naira from the Federal Government as its own second tranche refund.

Details of how the money will be shared as salaries is as follows :

1. MDAs – Ministries, Departments and Agencies which accounts for over 50% of the state work force got 2 months salary.

2. State Pensioners – 2 months

3. Local Government pensioners – 2 months

4. Secondary School Teachers – 3 months

4. Primary School Teachers – 2 months

5. Local Government workers – 2 months

6. ABSUTH – 2 months

7. HMB – 2 months

8. College of Education (Technical) Arochukwu- 2 months

9. College of Health Sciences and Management Technology-     2 months

10. ASUBEB – 1 month

CSDP – 2 months

PIU – 1 month

Severance Package for retired Judges – 17 million Naira

ABIA POLYTECHNIC- 1 month subvention.

Abia Facts Newspaper also learnt that the state government will add 50% of its monthly allocation to the Paris Club second tranche refund for the payment.

​What Distinguishes George Moghalu From Others (1) :- By Nze Nwanoneze


One of the few Nigerian politicians that have maintained a consistent political leaning over the years (which is not a small achievement among our politicians) is Chief (Dr) George Moghalu. 

Ladies and gentlemen, permit me in all modesty and humility to present him to us and seek for your support in the forth coming gubernatorial election in Anambra State

Moghalu has served  in various private sector establishments in the course of his career before he ventured into politics. He started with Crystal Functions Limited. Where he was the CEO from 1984 – 2005. He is currently the Executive Chairman of Gen-Moh Investments Limited, a position he held since 1988 to date. He is equally the Chairman/Managing Director of Acqua Dera Technologies Limited (2006 – date)

He ventured into partisan politics in 1990 and served between 1990 – 1991, as the first elected Publicity Secretary of the National Republican Convention – NRC: Publicity Committee and member off Imo State NRC disciplinary and Conflict Resolution Committee. 

He equally served as the National Secretary of All Peoples Party – APP (later called ANPP – All Nigerian Peoples Party),  1999 – 2000 and member of the Party’s Board Of Trustees (BOT),  2003 – 2005. He was the gubernatorial candidate of ANPP in Anambra State in 2003 and also served as a member of the National Caucus of the party from 2003 to 2008. 

He further served as National Vice Chairman, South-East of APC, Central Merger Committee (2013 – 2014). He was elected first National Auditor. APC (2014 – date); Member National Caucus APC (2014 – date); and Member Steering Committee of West African Political Parties Conference (WAPP) (2006 – date).

Chief Moghalu is a socialite, philanthropist, devout Christian and community leader par excellence. He is the National President – alumni association – Institute of Management and Technology, Enugu; awardee of the prestigious Paul Harris Fellow of Rotary International – for services above self; Life Member of the Full Gospel Businessmen’s Fellowship International; Member of IBB Golf and Country Club, Abuja and a Deacon of the Redeemed Christian Church of God (RCCG).

He has offered himself for service to the good people of Anambra State, as gubernatorial candidate in the forth coming elections.

BIAFRA IS NOT POSSIBLE, SAYS DR ORJI UZOR KALU; ADVICES GOV FAYOSE AGAINST HATE SPEECHES 



Former governor of Abia State, Dr. Orji Uzor Kalu has said that the agitation for Biafra country by the Igbos cannot be made possible now, calling on the Igbo to rather channeled their energy for Igbo to become President of Nigeria. 


Orji Uzor Kalu Kalu said rather than despite energy for secession they should up their political ante and play politics of inclusion which can earn the Igbo the nation’s president sooner. He also take a swipe on Governor Ayodele Fayose of Ekiti state over his comment in a recent interview that he (Kalu) was misleading the Igbo to embrace the All Progressive Congress, and also on his (Fayose) comments on President Muhammed Buhari.

Dr. Kalu made this statement in Lokoja on Saturday while delivering a lecture at an Igbo gathering for the inauguration of Igbo Support Group for Governor Yahaya Bello of Kogi State, which he titled: “Mainstreaming Igbo in Nigeria Politics”. 


He said, “We must fix Nigeria to work for all inclusive of all aspiration of all. We (Igbo) have made progress but it is not yet Uhuru for us. This is not the time to pop champagne but a time for conscious reflection on the road we have passed, where we are and where we intend to be in the years ahead. “As Igbos, we must stop listening to people who says Biafra is possible. 


If we want Biafra we must first ensure that referendum is included in the constitutional review. “Nigeria should be thinking of annexing other Africa country rather than dividing it. China is 2 billion and not talking about secession. But Nigeria with less than 200 million populace is talking secession.” On the recent quit notice giving to Igbo by the Arewa youth, Kalu said, “Recently, we have witnessed a rise in ethnic activism. A lot of people have expressed fears that Nigeria may be coming to an end. 


Well in politics, you have to entertain all manner of fears while working on possibilities. However, because of that fears, we have seen a ‘quit notice’ order from some northern youth groups. I will focus on the possibilities. And the first is that a United Nigeria is an easier possibility than a balkanized country. 


I see a more united country rising from the ashes of hate and fear. “However, the issues raised have causes some to wonder if the Igbo have leaders. Of course, Igbo’s leaders are talking and dialoguing. In politics, you often dialogue more than you talk. 


So in managing a diverse country like Nigeria, you need to dialogue and communicate rightly. That way you will be able to manage tension. In this regard, I want to specially thank the leadership of Ohaneze Ndigbo led by Chief John Nnia Nwodo for the matured way they handle the quit notice. “People are naturally attached to their religion, customs, and tradition. 


People take offence at the abuse of their religion, customs and tradition. This is because any such abuse is considered an affront. I am not sure of any Igbo man who will like a non-Igbo resident in his village transgressing the custom of his people. If you will not like that, don’t do it to another person. That is the golden rule. 


If you do just that, the source of friction and trouble will be defeated. “I believe the Igbo are in a better position to understand that all politics, like they say, is local. It therefore suggest that the Igbo must see the need to align properly and seek strategic partnership of other interest groups and political blocs to achieve whatever developmental ideas that they have; such as the shoot for the presidency. “In politics, you market yourself and make yourself a strategic ally. It is when you achieve this that you put your cards on the table. 


If the Igbo work themselves into a very strategic political partner, while not putting their eggs into one basket, we can then put the cards on the table before our partners to determine what we get for and what they get from us. We cannot however do that when we remain antagonistic to one another. 


We cannot achieve it when we scare everyone away with hate. We cannot achieve it if we think its Igbo and Igbo alone. We must build necessary networks. We must build alliances across political divide. This are very important so that our own stories can be told and heard too. 


If we don’t build such alliances, we may not be able to market our demands.” On Governor Ayodele Fayose, he said, “I call on my friend, Governor Ayodele Fayose to focus his criticism of President Muhammed Buhari on his performance rather than his health or family issues. 


When I was a governor I was at logger head with former president Olusegun Obasanjo but it was purely on government activities. I never went personal. Fayose should take a cue too. “His (Fayose) recent interview in the Interview Magazine where he said I was deceiving the Igbo’s into joining APC is uncalled for. 


I’m taking the Igbo to the central stage of politics and decision taking. I was a founder of PDP, if PDP were to be a company, I would own 90 percent. PDP Balkanized Nigeria. PDP cannot come back to power. So I advised Fayose to stop hate speeches. It is distractive, bad, not brotherly and against the spirit of brotherhood. We must not allow our country just like the Rwanda genocide to thread the path of hate speeches.” He however concluded that Igbo can no longer be ignore in the politics of Nigeria, just that the Igbo has not seen themselves so, “Igbo can no longer be ignored or shove aside. 



If Igbo stop paying taxes in Lagos, the IGR of Lagos will drop by 60 percent, because 70 percent of manufacturing and commercial activities in Lagos is owned or control by Igbo. Igbo must find a new political discourse, show interest in how in the past their areas were developed on personal contributions without federal or state interest

Mainstreaming NdIgbo In Nigeria Politics’ :- By Dr Orji Uzor Kalu 

An excerpt from the lecture  delivered by H.E. Dr Orji Uzor Kalu  in Kogi State yesterday.  The title of the lecture is 

‘Mainstreaming NdIgbo In Nigeria Politics’

Protocols;

Let me make one confession : I am always elated  any time I have a reason to speak on a matter concerning Ndigbo. And today, I am doing it in Kogi State; a place whose history is deep rooted and a  state that has always offered Ndigbo an exceptional hospitality and space to thrive in their callings.   

Recently, we have witnessed a rise in ethnic activism. A lot of people have expressed fears that Nigeria may be coming to an end. Well, in politics, you have to entertain all manner of fears while working on the possibilities. However, because of those fears, we have seen a ‘quit north’ order from some  northern youth groups . But again, like I said, in politics, you work more on the possibilities. I will therefore focus on the possibilities. And the first is that a United Nigeria is an easier possibility than a balkanised country. I see a more united country rising from the ashes of hate and fear.

However, the issues raised have caused some to wonder if the Igbo have leaders. Those who fear that the Igbo do not have leaders should first try to find out how Igbo people manage their affairs. Yes, Igbo people have their leaders and when their leaders speak, those they lead take cue. And of course, Igbo leaders are talking and dialoguing. In politics, you often dialogue more than you talk. So, in managing a diverse country like Nigeria, you need to dialogue and communicate rightly. That way, you will be able to manage tension. In this regard, I want to specially thank the leadership of Ohaneze Ndigbo led by Chief John Nnia Nwodo for the matured and measured manner he has managed affairs of the Igbo people since his election. I commend him for the way he has led the Igbo people towards managing issues arising from the ‘quit north’ order. There is nothing you cannot achieve with the right kind of leadership.

I also applaud our Governors . The Southeast Governors Forum led by Engr. Dave Umahi of Ebonyi state has been fantastic in their response to issues. I commend them all and urge them not to relent. In doing so, I specially commend the Northern Governors Forum led by Gov. Kashim Shettima for rising to the occasion and dousing tension in the country. Their swift dissociation from the position of the youths helped to send the right message to all the quarters. 

I commend all those who have in one way or the other, noticed and unnoticed, engaged our youths and spoken out against hate and fear mongering in our country.

Each time I observe the increasing level of hate speeches in the country, I reminisce on the past and ponder on certain things. In my student days at the University of Maiduguri,  I won the Student Union Government election with over 99% muslim students support. Meanwhile, I was a Christian faithful and the consideration was efficiency and competence,  not religion or tribe. Hate speech is destructive. It is bad. It is against everything the Igbo stand for. It is not brotherly and it does not promote communality.

 Those of us who are still mindful enough to remember the issues that led to the war in Rwanda, will do well to remember that everything that led to that nasty and regrettable episode in African history, started as hate speeches and insults to leaders of another tribe. We must not allow our country to walk that path. It will pay no positive dividend to anyone, not even the hate advocates.

Ladies and Gentlemen, my brothers and sister, every one of you here today is relevant to his immediate community. Your hosts are your friends. You are residents of the land where you are today because those who accommodate you see you as partners and friends. They see you also as stakeholder in their affairs. That is why you must live peacefully and do your business freely. I am sure some of you have inter-married. It means you have your in-laws here or in neighbouring communities.  In Igboland, it is said that if a man is sent packing by his people, he goes to his maternal home and if his maternal homes sends him away, he seeks refuge in his in-laws. For that reason, whether you have an in-law here or not, I will encourage you to remain peaceful in your conduct and also respect the religion, customs and traditions of your hosts.

I am not sure that there is an Igbo man who will like to see a non-Igbo resident in his village transgressing the customs of his people. If you will not like that, don’t do it to another person. Constitutional Role For Traditional Rulers (1):- By Dr. Orji Uzor Kalu

 
OVERTIME there have been long-drawn arguments about the place of traditional rulers in Nigeria’s contemporary democracy. The bone of contention is whether to give constitutional role to our Royal Fathers as in the days before 1976 Reforms or bow to the whims and caprices of the political class who need the traditional institutions for their personal aggrandisement, particularly for honour, prestige and recognition, but would not want the institution to soar as an independent outfit as seen from the lacuna created in the 1999 Constitution.

This position is antithetical to the principles of modern democratic practices, particularly as they concern the freedoms and rights of the people. Democracy has its origin and legitimacy in the grassroots, the citadel of traditional institution, which are usually headed by the Royal Fathers. ‘It is the first school of democracy, liberty and freedom which principles are the basis of the 21st century government in many countries’.

A political scientist, Vishnoon, describes the essence of the traditional institution as an arena of local politics where people learn their first lessons in the art of governance. He said, “Until we learn to govern or be governed by our neighbours, we cannot successfully govern people who are at a dis­tance”.

It is on this plank that I attempt to make a case for the incorporation of the roles of the Royal Fathers into the Constitution. The most significant of the roles is the enhancement of good governance and rapid socio-economic development at the grassroots, especially for the peace and security of our rural communities.

For purposes of clarity, it is important to attempt a working definition of traditional ruler to be able to put the topic in its perspective. The roles of traditional rulers before the advent of colonialists as well as their position during the colonial administration will also be examined. There has been consistent clamour for recognition of the roles of traditional rulers in the Constitution. But the question is: How justifiable is it?

Assuming the traditional rulers are assigned specific roles in the Constitution, how would that affect the present three-tier government structure? What is the implication of such roles having constitutional backing, particularly the funding? These are some of the nagging issues this piece will try to provide answers to.

The need to find a working definition here is to put the article in its stride. The implication is to lay to rest the argument on whether a person who accepts chieftaincy title from a community, whether his own or not, can qualify as a traditional ruler and whether such a person should be included in the class of traditional rulers whose roles should be prescribed by the Constitution. Another issue is whether such a person can automatically become a member of the cabinet of the traditional ruler who handed him the title.

Sulu Gambari made a distinction which is worth mentioning here wherein he said, “a Traditional Ruler is not the honoured and honorary chief. He is a traditional head of an ethnic community whose stool conferred the highest traditional authority on the incumbent.”

A prominent analyst and author, Joe Egwurabe, once argued that: “A traditional ruler is an individual occupying communal political leadership position, and enjoying the legitimacy of particular communities to direct their affairs.”

I wish to adopt this definition for the reason that tradition has inculcated in the people some deference towards authority. The chief’s authority is sanctioned in religion, and it is a sacrilege to flout it, except in extreme cases of tyranny and oppression.

The traditional rulers’ stool was a great symbol of power, leadership and authority in the good old days. It commanded the respect and loyalty of the peoples of their different kingdoms. It was almost a taboo to speak ill of a traditional ruler or to fla­grantly flout his orders. In some of the kingdoms, the traditional rulers were not just monarchs but theocrats as in Northern Nigeria.

The belief by many authors in years past, which still holds till date, is that the traditional system was built upon the history, heritage, cultural values and religion of the people. That was the attraction of the colonialists who saw the loyalties enjoyed by the traditional rulers among their subjects before introducing the indirect rule system to aid them in their administration.

There is no gainsaying the fact, therefore, that the colonial masters did not meet an unorganised and lawless society when they came to Nigeria. The reason was that the traditional rulers were already on ground administering the affairs of their various communities as the custodians of culture and tradition. The indirect rule system introduced by the British colonial masters would not have worked well especially in those areas it recorded some great level of success.

Through the indirect rule approach, the traditional fathers were officially launched into the political arena to form a link between tradition and modern government. This was the genesis of local government administration in Nigeria, and which some writers believed was very close to the people. In the words of Max Weber under this system, the citizens are subject to conventions rather than laws. It is also personal since obedience is owed to the person who occupies the seat of authority by virtue of inherited status rather than by election.

However, T.O. Elias – a former Chief Justice of Nigeria – captured the position in this way: the native authority was beset by such challenges as poor funding, control, checks and no clear-cut functions. Be that as it may, the traditional rulers were involved in political leadership at the time of colonial rule.

Post independent constitutions of Nigeria nevertheless gave some level of recognition to the traditional institution as representatives of their people at the House of Chiefs, which later transformed into native and local authorities with executive powers over issues such as community policing, immigration, prison services as well as tax administration.

The 1960 and 1963 constitutions created a Council of Chiefs for traditional rulers at the regional level, while the 1979 gave them representation in the National Council of States at the federal level and Council of Chiefs at the state level. The council played advisory role on customary matters, cultural affairs, chieftaincy matters as well as when requested to give advice on the maintenance of public order.

However, it was the same 1979 constitution that incorporated the constitutional reforms of 1976 that gave birth to the local government system of administration and confiscated and transferred to the local government the responsibilities performed by the traditional institutions in the post-independence constitutions.

From 1979 till date, and coupled with the military interregna, the traditional institution had only been reduced to a mere tool in the hands of politicians who have continued to reduce the political relevance of the royal fathers for their selfish aggran­disement. The 1999 constitution was, nonetheless, a complete erosion of the traditional rulers’ constitutional recognition, including even the advisory role given to them by the 1979 constitution.

Despite the fact that the traditional institution remains the oldest surviving cultural-political institution, which has always served as the pivot for social security, national cohesion and meaningful socio-cultural development, the operative constitution has failed to make any provisions for the existence of the institution.

What then is the way forward? The answer to this question is not difficult to find. Nigeria’s Senate President in the 7th Republic, Senator David Mark, was once quoted by one of the national dailies as saying, “we will continue to assist our traditional rulers who are responsible for unity and peace in order to further strengthen their roles. We shall find specific roles for them in the constitution when we finally review the 1999 constitution.” How far he went to drive this promise remains in the realm of guesswork.

Nevertheless, it is understood that the national lawmakers have listed the prescription of constitutional roles for traditional rulers as one of the issues for consideration in the ongoing constitutional amendment. Since then, there has been an avalanche of arguments for or against the constitutionality of roles for the royal fathers. The focus of this piece is predicated on the proposition that the traditional rulers are closer to the people at the grassroots and can from time-to-time assist the government in en­suring peace, security and social progress. There is then the need to give them constitutional roles to provide them the legal backing required.

Malam Ibrahim Saddo – another notable commentator and writer, expressed the same view that traditional rulers cannot help the government on security issues without legal backing and so stressed the need for defined constitutional responsibilities for traditional rulers to be included in the constitution.

Making a case for constitutional recognition of royal fathers is borne out of the conviction that the traditional institutions are still highly respected in most communities in the country and for wielding considerable political and economic influence, and therefore there is every need to assign specific roles to them in the constitution. There is also the need to harness the strategic position they occupy in their communities to bring government closer to the people, and that is the only way government could penetrate the grassroots.

Many analysts have argued that traditional rulers should be shielded and isolated from politics. The proponents of this position have since forgotten that the colonial masters made use of the traditional institutions and it worked well for them. It cannot also be said that traditional rulers or institutions were directly or indirectly responsible for the collapse of the First Republic when it formed an arm of the bicameral legislative assemblies of the various regions making up the country.

SENATE APPROVES ABIA STATE $200M DOLLAR LOAN FROM ADB 

The Senate yesterday approved part of the 2016-2018 External Borrowing Plan pertaining to the Lagos, Kano railway modernisation project (Lagos-Ibadan segment double track).

The upper chamber also endorsed the World Bank-supported reconstruction and rehabilitation of the Northeast at $1.806 billion.

This followed the consideration of the report of the Senate Committee on Local and Foreign Debts on the proposed Federal Government 2016-2018 External Borrowing (Rolling) Plan presented by the Chairman of the Committee, Senator Shehu Sani.

Sani, in his report, noted that the committee resolved to consider the project due to its importance and urgency to fast track the development of critical infrastructure.

The committee received briefs from Ministers of Transportation and Finance, Director General of the Debt Management Office (DMO), Chairman, Fiscal Responsibility Commission and Managing Director, Nigeria Railway Corporation.

The projects to be financed by the China Exim Bank include Lagos-Kano Railway Modernisation (Lagos-Ibadan segment);  Lagos-Kano Railway modernisation project (Kano-Kaduna segment) and Coastal Railway  (Lagos-Calabar segment).

On the World Bank-supported projects, Sani listed polio eradication and routine immunisation, Community and Social Development project and Nigeria States Health programme investment.

Apart from approving the loan request, the committee’s recommendations adopted by the Senate included that the:

immediate negotiation for the Eastern corridor (Port Harcourt-Maiduguri) and same submitted for approval by the National Assembly; and that thecommittee “do recommend for approval by the Senate the remaining segments of the Rail modernisation project as soon as these are approved by the Board of China-Exim Bank, namely (Lagos-Calabar segment) and the Port Harcourt Maiduguri line (the Eastern corridor rail project)”.

The committee also recommended that the Senate “do emphasize effective oversight by relevant committees on the implementation of all the projects for which the loans is being approved.”

It said that the projects, when fully implemented were sure to stimulate economic development and create both direct and indirect jobs for Nigerians, particularly youth.

On the World Bank supported loan, the committee said that the projects, which are mainly proposed for the Northeast region, will facilitate the much needed rehabilitation of the people and allow schools to be reopened.

The Senate also approved a $750 million Islamic Bank loan request by some states. These are: Enugu, Ebonyi, Kano, and Ondo states.

Ebonyi’s  $80 million loan request was earlier rejected but following strident pleadings by Senator Obinna Ogba (Ebonyi Central) the upper chamber made a U-turn to approve the request.

The Senate also approved the $750 million medium term external loan requests for six states, out of the Federal Government’s request of $1.49billion for 10 states.

The states whose loan requests were approved are Abia, Ebonyi, Enugu, Kano, Ondo and Plateau.

The committee said there was a need for phased approval of the loan requests for the other states which are: Ogun, Jigawa, Kaduna and Katsina.

A breakdown of the approved loans are $70 million from African Development Bank (ADB) for Ebonyi Ring Road Project (to be co-financed by Islamic Development Bank), $200 million ADB facility for Rural Access and Mobility Project (RAMP) in Abia State, and $200 million IDB loan for Kano State Integrated Agricultural and Water Resources Development.

It also approved a $100 million request for Enugu and Kano from the French Development Agency for the third National Urban Water Sector Reform (NUWSRP-III).

“That the remaining four states in the borrowing plan be deferred,” the report read.

The railway project, which includes the Lagos-Ibadan segment double track is to be funded by China Export-Import Bank for $1.231 billion, while the Northeast rehabilitation is to be funded by the World Bank for $575 million.

The terms of the China EXIM bank loan include a maturity enure of 20 years with a moratorium of seven years at interest rate of 2.5 per cent. It also includes a management fee of 0.5 per cent, a commitment fee of 0.2 per cent, and a duration of three years.

The committee in its report observed that the railway project would link the North to the South by rail and promote trade, create jobs and also reduce pressure in roads infrastructure.

​OSSY PRESTIGE VERSUS ANAMBRA/IMO RIVER BASIN AUTHORITY A RARE DISPLAY OF HONESTY IN POLITICS:- By Uche Aguoru

Hon. Ossy Prestige the member representing Aba North/South federal constituency in the National Assembly has no doubt given a good account of himself within the two years he has been in the green chambers. 

He had attracted a lot of developmental projects to his constituency ranging from provision of boreholes to school buses,construction and equipping of modern classroom blocks to even reconstruction and asphalting of impassable and abandoned roads within Aba, making Honourable Prestige Ossy the only representative with track record of visible performance in Aba north/south federal constituency since 1999.

While Hon. Prestige carries out his duties with assiduousness,ambiguity and honesty, he has never compromised or shortchanged ndi Aba for personal aggrandisement, the contractor who was assigned to handle the 2 kilometer Garden Avenue to Faulks road project with two winged drainage design at a contract cost of 40 million naira decided to cut corners and went ahead to deliver a very shabby job. 

This prompted Hon. Prestige Ossy to take the Anambra/Imo River Basin Authority, a Parastatal  under the Federal Ministry of Water Resources where the project was domiciled and which Parastatal awarded the contract for the execution of the project to one Messrs Sam Technical Ltd a construction firm based in portharcourt to the EFCC for questioning, having done a substandard and unacceptable job which collapsed immediately after commissioning and has thrown the residents of that area into untold hardship and damage to their properties.

This can only be done by some one who did not compromise on his integrity by asking for 10% of the contract sum or more, as it has become the culture in our clime, if he had been engaged in any fraudulent act as it relates to the garden Avenue/faulks road contract or any other contract as it were, he wouldn’t have had the moral latitude to drag the contractor to the EFCC.

This action has also proved that Hon. Prestige genuinely cares for his constituents and can be trusted with their collective destiny, he has also proved that he is not our every day corrupt politician who thinks of self before his subjects.
Times were in this state when a road fails immediately after commissioning and the contractor rather than get reprimanded or asked to go back to site to do the corrections is awarded another contract, the action of Ossy Prestige is a warning signal that Abia is no more a feasting ground for fraudulent contractors and I encourage every public officer to emulate Hon. Prestige and show courage,transparency and honesty in their dealings with their subjects, so as to give a detailed account of themselves before Abians.

OBASANJO USED ME AGAINST ORJI UZOR KALU – FAYOSE 

The Ekiti State Governor, Ayodele Fayose, has made some of the most far-reaching revelations yet about the years in office of former President Olusegun Obasanjo.

Mr. Fayose said in the current edition of ‘The Interview’ that Obasanjo used him to wreck the presidential ambition of former Vice President Atiku Abubakar and the chance of former Kaduna State governor, Ahmed Makarfi, becoming the Peoples Democratic Party, PDP, presidential candidate in 2007.

He said in his naivety, Obasanjo also used him to attack former Abia State Governor, Orji Kalu, among other political foes.

In a statement, the MD/Editor-In-Chief, Azu Ishiekwene, described the edition as “a window on a dark and troubling past and a must read for any important political figure who has crossed Fayose’s path in the last 18 years.”

Mr. Fayose told The Interview that the scale fell off his eyes when on a trip with former President Obasanjo to Tripoli, Libya, where Obasanjo had gone to ask Moummar Ghaddafi to support his Third Term bid, the former Libyan president treated Obasanjo like a serf.

Recalling the encounter, he said, “It was such a pathetic scenario, so shameful. Obasanjo was speaking rapidly like a parrot. I was shocked beyond words. I never knew Obasanjo would be that humble.

“He was on one knee till the end of the conversation. Ghadaffi kept quiet and was just watching Obasanjo. When Obasanjo stopped rambling, Ghadaffi said, ‘Have you finished? Just know that I will not attend that meeting. I have other engagements.”

He also revealed how on two major occasions when he went to visit then Vice President Atiku Abubakar at the height of Mr. Obasanjo’s Third Term bid, security details promptly reported him to the former president, even before he left the venue, leaving him feeling spooky and vulnerable.

On the Obasanjo-Atiku saga, Mr. Fayose said, “Obasanjo told me that when you capture a general and you don’t kill him, he’ll come back and kill you; that since Atiku tried to stop him and failed, he must pay for it. And he (Atiku) is still paying for it.”

In a statement that could reverberate beyond Nigeria’s shores, Mr. Fayose said he knew, as an insider at the time, that Mr. Obasanjo betrayed former Liberian President, Charles Taylor to induce U.S. support for this Third Term bid, after promising Mr. Taylor safe haven in Nigeria.

He revealed how the current chairman of the PDP, Ahmed Makarfi, was sidelined in favour of a sick and stubbornly reluctant Umaru Yar’Adua and his role in it as chairman of the Presidential Selection Committee.

Mr. Fayose warned Orji Kalu against “selling” the Igbo down the river “for cheap politics” and blamed President Muhammadu Buhari’s government for making IPOB leader Nnamdi Kanu popular.

He also spoke on his attempts to reach President Muhammadu Buhari directly; former governor Kayode Fayemi’s relationship with APC leader Bola Tinubu; and futile attempt to discourage former governor Peter Odili from accepting Mr. Obasanjo’s dummy that he was heir apparent.

Also in this edition, the Executive Director of Neem Foundation, a not-for-profit NGO, Fatima Akilu, said she foresaw problems even after the shooting war with Boko Haram.

Ms. Akilu, a psychologist, warned that except there is a plan to deal with post-war stress and build inclusive communities, the gains of the military campaign could unravel.

The edition also contains interviews with the first Nigerian in the Belgian parliament, Collins Nweke; conversations with poet, Dike Chukwumerije, and inside information in the corridors of power in Interview Confidential, among others.

Anambra Guber: I am ready For Election Says George Moghalu

Anambra State gubernatorial aspirant for the 2017 election and National Auditor of All Progressives Congress, APC,  Chief Dr George Moghalu, has berated politicians who are behind rumours of his dropping out from the race.

He said the stories are fake and should not only be ignored but treated with disdain. 

In a statement signed by the Deputy

Chief (Dr.) George  Moghalu Campaign Organisation, Hon.J.C.Okeke, Moghalu said the fake story is a calculated attempt by politicians of questionable character to obtain through misinformation, lies and cheap blackmail what they cannot achieve at the ballot box.

The statement reads in part: “Our attention has been drawn to an online media a report purporting that Chief (Dr.) George N. Moghalu has dropped out of the race for the nomination of the All Progressives Congress (APC) in the forthcoming governorship elections in Anambra state. 

“Chief (Dr.) George N. Moghalu is in the race for Governor because he is very competent and  has the experience, temperament and public record to lead Anambra State into a future free of corruption, ineptitude and treachery. As such, he has no intention of quitting the race under any circumstances and for anybody. “

“Anambra State has grown weary of character deficient politicians who choose the path of falsity, perfidy and brigandage in pursuit of personal political objectives. ” Okeke stated

He warned the  peddlers of the fake news to desist from exposing their ineptitude and mediocrity and urged Anambarians to keep faith with Moghalu he is set to put things right in the state. 

He also urged the electorates to  go to the polls and allow the democratic will of the people be expressed through the ballot box.

Kalu To Deliver Lecture On Mainstreaming Ndigbo In Nigeria Politics At Kogi 

A support group of Kogi State governor, Alhaji Yahaya Bello says they have finalised arrangements to invite the former governor of Abia State, Dr Orji Uzor Kalu to the state  to deliver a lecture on  mainstreaming Ndigbo in Nigeria Politics 

The coordinator of the planned occasion, Barrister Moses Okezie -Okafor told journalists in Lokoja on Thursday  that the event is being organized under the auspices of Ndigbo Support Group For Governor Yahaya Bello  

He said the occasion scheduled for tomorrow, July 29,would offer the Ndigbo community in Kogi State the opportunity to interact with the Ahaejiagamba of Igboland (Kalu)on the fate of the Ndigbo in Nigeria Politics and way forward for the Igbo in different states. 

Okezie, the Director -General ,Research and Development, office of the Governor, Kogi State noted that the lecture, which is  to be equally chaired by Kalu, would have the executive governor of the state, Alhaji Yahaya Bello as Special Guest of Honour among others. 

When contacted,  the Special Assistant on Media to the former governor , Mr Peter Eze, confirmed Kalu’s acceptance to deliver the lecture . 

He said Kalu at the lecture, would attempt to x-ray the relationship between the exceptional qualities Ndigbo possess and electoral value they wield wherever they are resident in Nigeria. 

“He would also share important insights on whether Ndigbo stands a better chance of achieving her aspirations through active political participation in an evolving Nigeria than through isolationist agitations. ” Eze said.

The organisers said the grand occasion will hold at Imperial Marquée & Events Centre, Old Poly Quarters, Lokoja and pledged to ensure a well packaged and exciting event

BREAKING: EFCC set to Arrest Abia Ex-Commissioner over Multi Billion Fraud Scandal

Report has it that the former commissioner of Chieftaincy and local government Affairs, Chief Charlie Ogbonna might be arrested by the EFCC following how he mismanaged funds meant for the projects in Local Government in Abia.

According to Abia Facts Newspaper, there are indications that Local Government Councilors in Abia State were set to protest against the Chief Ogbonna yesterday before frantic effort was made to stop the protest which was billed to be kick started in Aba.

These councilors were set to protest due to what they describe as highhandedness and financial misappropriation which the former commissioner takes advantage of his office to commit.

Based on further research, Abia Facts Newspaper gathered that the 17 Local Government Area Executive Chairmen in Abia State are equally extremely upset with Chief Ogbonna for the same reason as the councilors. It is also said that the chairmen have kept mute due to constant impeachment threat by the former commissioner, it is alleged that bulk of the chairmen came through the former commissioner.

Our source who want to maintain anonymous but is attached to the Chieftaincy and Local Government Affairs Commission revealed to us that former honorable commissioner was the major reason Local Government workers have not been paid salary since January, he is also the reason why Executive Chairmen cannot execute projects, in fact the source maintained that if the former commissioner is not stopped, he will bring down the government of Governor Okezie Ikpeazu.

Our source insisted that the need to stop Chief Charles Ogbonna’s re-appointment is extremely important because it will immediately facilitate the speedy payment of council workers, it will also stop the massive financial misappropriation taking place during JAAC meetings and likewise enable chairmen to execute projects for the betterment of the rural people which was the desire of Governor Ikpeazu to call for Local Government election.

 

Our source alleged that the former commissioner takes home above N100m (One Hundred Million Only) monthly from JAAc for his personal pocket, this action has deeply affected salary payment and development in the rural areas.

The sources of misappropriation as alleged by our source includes the following:

1. JAAC maintenance fee – N13m monthly

The question now is, what is JAAC maintenance fee?

Who is the money paid to?

What is the money used in maintaining?

2. ASEPA – N85m monthly.

Why will Federal Government allocation for Local Government Areas be used to pay ASEPA?

ASEPA collects levy from Abians and also gets budgetary allocation from the state government, why another N85m?

 

Does the money really get to ASEPA?

3. Consultants – N40m monthly.

Who are these consultants?

What are they consulting with Local government allocation?

Who engaged these consultants?

4. Swoshers Service Limited – N9.1m monthly into FCMB Acct: 3373498073 (For Cleaning of Abia Environs)

What then is the job of ASEPA, why should Swoshers Service Limited receive another N9.1m monthly for cleaning?

Who is behind this Swoshers Service Limited? It is alleged that the company is owned by Chief Charles Ogbonna’s son.

5. Okey Technical Construction – N4.5m monthly into Fidelity Acct: 4010727804

Even Local government chairmen cannot explain why the

money is allegedly paid to Okey Technical Construction.

6. Samba Beddings – N41m monthly into Fidelity acct: 4010889054

Is Samba Beddings supplying beddings worth N41m monthly to the Chieftaincy and Local Government Affairs commission? Please we need answers.

7. Security – N80m monthly

8. Media – N25m monthly

Our source went further to allege that these above mentioned accounts and companies are conduit pipes used by the former commissioner to misappropriate state funds meant for local governments in Abia state. It was also alleged that the former commissioner paid N1.5m to Abia State Education secretaries as running cost and he instructed them to return N700,000.00 each to him which they did as alleged.

Speaking to a local government official from Abia North who want to remain anonymous, he maintained that Chief Charlie Ogbonna is the reason Local Government Areas are not working in Abia state, the chairman went further to say that the commissioner goes home with more than N100m monthly from the above mentioned conduit pipes, he queried why a councilor will be paid N90,000.00 as pegged by the former commissioner and why should an executive chairman receive N1m as running cost for a local government area and likewise stopped from executing projects meant to touch the life of the rural people.

They advised the governor to resist every attempt or pressure which may be mounted on him to re appoint the former commissioner if he actually wants his government to succeed.

The Councilors confirmed the position of the LG Official early quoted who said the former commissioner goes home with more than N100m monthly after every JAAC meeting, the councilors also drew the attention of Abia Facts Newspaper to the fact that Local government workers have not been paid salary for the past 5 months.

As at the time of publication, effort was made to reach Chief Charlie Ogbonna for his side of the story, but he was not available, Abia Facts Newspaper gathered that he traveled abroad and his phone numbers were switched off.

​Adaelu and Prestige, Scoring The Big Points Through Purposeful Legislation:- By Uche Aguoru

Abia as a state has been shortchanged in so many areas due to lack of effectual and purposeful representation on the part of those we sent to represent us at the National Assembly since 1999, most of our representatives have not seen the need or even where they do, they haven’t given it that political propellant needed to move for the attraction of federal facilities of which other states has been enjoying, Abia has been lacking in so many ways even when the PDP is the party at the center and we had a very warm relationship with both the presidency and the national assembly, the positive overcounts of that robust relationship we are supposed to have had, then, was neither seen nor felt in developmental amount anywhere in Abia state.

Abia has been recorded as one of the foremost states in terms of educational excellence and our students has exhibited exceptional brilliance despite our challenges arising from the state governments inabilities to provide for adequate welfare for the students and the teachers which on its own will be a topic for another day.

The only federal university in the state is a specialized university that does not offer conventional courses and the efforts made by the school administration to also add conventional courses such as law, mass communication etc. has been unsuccessful, so there is the urgent need to establish a federal tertiary institution that will take care of the courses that the Michael Okpara University of Agriculture cannot offer.

That on its own had placed Abia at a disadvantaged position if placed in comparison with other States of the Federation despite our nationally acknowledged image as a highflyer in education, it has also robbed Abians of the benefits of 35% catchment/Locality and 20% Disadvantaged Status as guaranteed by the Admission policy into Federal Government owned higher Institutions,  we have not also had the privilege of luxuriating in the federal government owned higher institution subsidy derivables.  

The overriding disadvantageous effect of not owning a conventional federal government owned university in Abia state, scores the motion sponsored by Hon. Solomon Adaelu, the member representing Ugwunagbo/Osisioma/Obingwa federal constituency and co-sponsored by Hon. Ossy Prestige, member representing Aba north/south in the House of Representatives astronomically high, given the importance and timely nature of the bill.

The motion on the Need to establish a conventional Federal Government Owned Tertiary Institution in Abia State is not only timely but highly requisite, since most of the conventional courses undertaken by MOUAU have either been delisted or lacks NUC accreditation, while Investigation have shown that most of the students from Michael Okpara University of Agriculture Umudike receive certification for the courses they did not study so as to enable them go for the compulsory national youth service corps program.

That Hon. Adaelu and Ossy Prestige have shown finesse in representation is not in doubt, but this all important motion raised by these gentlemen is one that is borne out of noble-mindedness and therefore deserves accolades and I urge all Abia law makers both at the federal and state levels to throw in their might and ensure that this all important motion receives expeditious action.

SIX GOVERNORS LEAVE FOR LONDON TO VISIT PRESIDENT BUHARI

Six governors are set to travel to London to visit Nigeria’s ailing President, Muhammadu Buhari, on Wednesday.

This was disclosed by three presidential spokespersons, Femi Adesina, Garba Shehu and Laolu Akande, at a media briefing in Abuja.

The governors are to be led by Governor Abdulaziz Yari of Zamfara and include governors of Ebonyi, Kano, Benue, Akwa Ibom, and Oyo.

The visit comes a few days after some APC leaders and governors visited the president on Sunday.

Mr. Buhari had on that July 23 met with the leadership of the All Progressives Congress (APC) and some governors elected on the party’s platform.

A statement by the presidency, which provided a photograph of the event, gave the names of those who met with the president to include Governors Rochas Okorocha of Imo, Umaru Tanko Al-Makura of Nasarawa, Nasir El-Rufai of Kaduna, Yahaya Bello of Kogi, and the APC National Chairman, John Oyegun.

Femi Adesina, the special adviser to the president on media and publicity, later quoted Governor Okorocha as describing Mr. Buhari as cheerful and humorous during the meeting held at Nigeria House in London.

Mr. Adesina also quoted the Imo governor as saying, “By our visit to London today, the merchants of lies have been put out of business and Nigerians will not buy the garbage they have been selling.

“All those who look up to fake news can find better use for their time.”

Mr. Buhari, whose real medical condition is unknown, has been in London for over 70 days for medical treatment.

His deputy, Yemi Osinbajo, recently visited him in the British capital, reporting back to Nigerians that the nation’s number one man was recuperating fast and would return soon.

​HON. OSSY PRESTIGE PETITIONS EFCC AGAINST ANAMBRA IMO RIVER BASIN DEV. AUTHORITY FOR FAILING TO EXECUTE N40M APPROVED PROJECT FOR ABA.

The House of Representative member representing Aba North/South Federal Constituency Honorable Ossy Prestige has petitioned Anambra Imo River Basin Development Authority and the Constructor that handled Garden Avenue for constructing a road below standard and agreed specification.

The petition which was first filed on the 5th of July, 2017, was titled ‘COMPLAINT AGAINST ANAMBRA IMO RIVER BASIN DEVELOPMENT AUTHORITY FOR THE POOR EXECUTION OF MY CONSTITUENCY PROJECT’.

The first two paragraphs of the letter had this;

‘May I bring to your notice the fact that under the 2016 Appropriation Act, the sum of Forty Million Naira (N40,000.000) was earmarked for the execution of Aba Ukwu Erosion Control in Aba North/South Federal Constituency, under Anambra Imo River Basin Development Authority.

Sequel to this, I had an understanding with the out gone Managing Director of the agency that a two Kilometer Road would be constructed with drainage. The Contract was awarded but to my greatest surprise and dismay when I went for site inspection I realized that instead of a 2kilometer road with drainage, the contractor was constructing a 560 meters’ road without drainage’.

Honorable Ossy Prestige wrote another letter dated 14th July, 2017 to EFCC which was titled
 ‘RE: COMPLAINT AGAINST ANAMBRA IMO RIVER BASIN DEVELOPMENT AUTHORITY FOR THE POOR EXECUTION OF MY CONSTITUENCY PROJECT’.

In this second letter to EFCC, Prestige went further to detail the discoveries he found out in the Bill of Quantity for the road construction, he discovered that what was done on the project was not exactly what was in the Bill of Quantity.

The Bill of Quantity made provision for Drainage and Culverts, but on site there was no such thing, no Earth Work was done, Pavement were also budgeted for, but none was done.

It is expected that EFCC will swing into action and prosecute individuals involved in this.

​In China, Kalu explains defending Buhari

Former governor of Abia State and chieftain of All Progressives Congress (APC) Dr. Orji Uzor Kalu has responded to questions on his recent positive views about President Muhammadu Buhari.

He also noted that visit by the APC national chairman, governors and a minister to Buhari in London Sunday has also vindicated him.

On June 2, Kalu had visited the ailing president in London and told Nigerians that the health of the president was improving with prediction of when he would return.

Since Kalu’s visit, the wife of the president, Mrs. Aisha Buhari and the Acting President, Professor Yemi Osinbajo has also visited and with the hopeful message of improvement on the health of the president

Kalu made the remarks Monday, at a dinner hosted in his honour by Dr. Nasiru Abubakar in Shanghai, China.

The former governor while speaking on national issues also said Nigeria’s greatest problem is tribalism and religion. He said Nigerians are sentimental even in the least expected issues, and admonished that for the country to move forward, many things should be put aside.

In his response to the questions on why he speaks for President Buhari despite not being his spokesman, Kalu said he is a member of the APC and it: “Is my duty to support the government in power and to support the central government controlled by the APC. First, I speak as a member of the APC, second, as a friend of the president and also as a Nigerian who wants the country to move forward .”

“We should try to be our brothers’ keeper.” He continued. I am excited because just as we are seated here, the news is that President Buhari is receiving the national chairman of APC and some governors on visit .This has vindicated most of us because people wanted to kill us for telling them that the president is alive and will soon be back . I don’t know what people gain in seeing a leader to die instead of praying for their leaders.

He also thanked his host, Abubakar and the Nigerian community for their good wishes for Buhari and said: “I am sure you are aware Mr. President is getting well by the day and those that make hate comments or speak in the contrary; who attack people like us that tell them the truth that the president is alive and responding to treatment will by now know we had our facts right.” He mentioned that corruption is the greatest challenge of the Nigerian society, adding that people merely pay lip service to it.

On the reasons for economic setback of Nigeria, he said, mismanagement and theft of public fund are major factors. It’s therefore surprising to see them talking about ruling Nigeria despite their past records in mismanagement. I am sure most representatives of international communities in Nigeria are amazed about public fund looting . About three years ago when we first mentioned the alarming level of looting, they looked at us like people who were misinformed. But today, everybody knows better that we had facts.”

To get out of these problems, he suggested “cultural re-evaluation, political re-evaluation are among what the country needs urgently. Yes, the country needs restructuring, economic restructuring, political restructuring but not to divide the country. The country needs stability to move forward.

He insisted on the unity of the country and condemned hate speeches which he said come mostly by misinformed citizens.

“All those preaching hate and calling for dividing the country should rethink. I am happy that the leader of the Arewa has been talking to me and his statements are very positive. The youth leader of the Arewa Forum, Alhaji Yerima Shetima and I have been in touch and am happy about the assurances he has given. Look at how large China is and the world still supports her One China Policy.

“I believe that Nigeria in the nearest future will be good for everybody. I believe that we can live as people and as people who are civilized and love and accommodate each other’, he assured.
